OCTOBER:

"CONGRATULATIONS ON WINNING THE MEPA CASE. NOT EASY TO DO."

The Massachusetts Environmental Policy Act (MEPA) received 220 letters, most of them very negative, on the Russell Biomass proposal. According to the MEPA office, five letters on a project would normally be a big response. Given this extraordinary level of concern over the proposed Russell Biomass facility, the Secretary of the Executive Office of Environmental Affairs (EOEA) is requiring that the developers complete extensive environmental studies on the project's impacts. Congratulations to everyone who wrote in to MEPA! Great job!!!

NOVEMBER:

$1500.00 GRANT AWARDED TO CCR

In November, the New England Grassroots Environmental Fund (NEGEF) awarded Concerned Citizens of Russell with a $1500.00 grant to "educate the community about the health implications of a 50 MW biomass incinerator and to challenge the local zoning board's permit for the plant." DECEMBER:

CCR PETITIONS PLANNING BOARD TO REVOKE THE SPECIAL PERMIT

On December 7, Concerned Citizens of Russell presented the Planning Board of the Town of Russell with a "Petition to Revoke the Special Permit" for Russell Biomass LLC.

The basis for this petition is twofold:

First, Russell Biomass has introduced a number of significant project changes in their MEPA application and in their presentation to the Planning Board on November 8.

Secondly, CCR presented the Planning Board with a series of questions about financial ties between a Planning Board member and Russell Biomass developer William Hull.
